This website is run by Broadland District Council as Norfolk Warm Homes. We want as many people as possible to be able to use this website. For example, that means you should be able to:

Non‑compliance with the accessibility regulations
1. Heading structure issues (WCAG 2.2 – 1.3.1)
Pages have incorrect heading order or empty headings.
2. Text cannot be resized (WCAG 2.2 – 1.4.4)
Text does not resize using browser controls and built‑in accessibility tools do not function reliably but page zoom does work.
3. Problems with form labels and required fields (WCAG 2.2 – 3.3.1, 3.3.2)
Examples include missing labels
4. Missing or poor alternative text (WCAG 2.2 – 1.1.1)
Some images and interactive elements have no alt text, or banner images use filenames instead of alt text.
Content that’s not within scope of the regulations
Third‑party content that we do not control (for example, Google Tag Manager code producing parsing warnings) is out of scope.
The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. However, any new PDFs or Word documents we publish will meet accessibility standards.
What we’re doing to improve accessibility
We have been working to address issues identified in our most recent accessibility audit, including:
· upgrading our CMS to add a skip‑to‑content link and improve focus visibility for all interactive elements
· working to correct heading structure sitewide
· fixing contrast issues
· replacing unclear link text
· reviewing and improving image alt text
Some of the issues listed are part of the Squarespace structure the website is built with and are unchangeable. We plan to resolve the most critical issues which we have control of during 2026 and update the accessibility statement to report on progress when we complete our annual audit at the end of the year.
Preparation of this accessibility statement
This statement was prepared on 16th May 2022. It was last reviewed on 05 March 2026.
The website was last tested on 8 - 9 December 2025 by the Digital Customer Experience and Accessibility Officer at South Norfolk and Broadland District Council.
As this site is relatively small we chose to test all pages, rather than just a sample. Description of the review process carried out:
· An automated report was run on SiteImprove to give an overview.
· The SiteImprove browser plugin was used to support manual checks of colour contrast on key pages e.g. homepage, search, landing pages and a sample of content pages.
· Manual testing was carried out to monitor our performance and validate the automated results, acknowledging that automating testing can miss up to 30% of issues.
· Keyboard navigation checks were carried out on key pages e.g. homepage, search, landing pages and a sample of content pages.
· Key pages tested with NVDA to sample how the website may function for screen reader users.
